Woody (voiced by Tom Hanks) and his long-time pals Buzz (Tim Allen), Jessie (Joan Cusack), Trixie (Kristen Schall), etc. are with new owner Bonnie (Madeleine McGraw) who makes a crude new toy called Forky (Tony Hale) and they go on a road trip together, but Forky gets lost, the gang find themselves in an antique store and Woody has a chance encounter with old gal-pal Bo Peep (Annie Potts).  They ran out of ideas with the third movie and now it's just pure desperation - for every clever new side character (Keanu as Canada's own Duke Kaboom) there's a dud (they had eight writers and the best they could think of was a trash-obsessed spork), and the whole Search & Rescue "plot" is lazy: I know and everyone else knows they can do better than that.  Pixar still has the technical ability to make their movies look fantastic, but my inner voice is saying they've lost the magic.
