It's tough to get worked up over a quite-dated police procedural from the late 60's when cop/detective shows are scattered over television: CSI, The Shield and HBO's The Wire are all highly energetic, entertaining and popular with the public, making the idea of investigating society's underbelly to be both (profoundly) unsettling and fascinating. Yates' approach to the material is the same as Steve McQueen's disenfranchised and dispassionate view on his daily routine, and aside from McQueen's steady performance, it's cut-and-dry material. The picture is simply a victim of time.
