In case you thought Inspector Callahan (Clint Eastwood) chucking his badge in the last scene of Dirty Harry represented him leaving the profession, think again: here, an officer on a motorcycle is riding around San Francisco murdering criminals that have evaded The Law - this includes mobster Carmine Ricca (Richard Devon) and his associates - so Callahan has to figure out who on the force is responsible or if there's an imposter. Filmmakers Michael Cimino and John Milius are given credit for putting the script together, except it's not only missing the panache of the original, but the storytelling is sloppier, the dialogue isn't as memorable (Hal Holbrook's Lieutenant Briggs delivers canned "cop speak") and the identity of the villains is telegraphed well in advance. That's not to say there aren't some stand-out moments, like Harry stopping a plane hijacking without help from the FBI (or experience flying) or the tense "showdown" on a rusty aircraft carrier (after plenty of vehicular mayhem), which exists to highlight the ideological differences between "our hero" and "true Fascists."
