Married couple Julia (Maika Monroe) and Francis (Karl Glusman) move to Bucharest because of his job (he's in marketing), but the language barrier starts to work on her nerves ... and then she's convinced the neighbor across the street (Burn Gorman) is staring at her and following her around in public.  Trying to direct a Hitchcock-style movie for your feature debut is no simple task and it leans hard (considering the times) on the whole "neurotic female that no one believes" angle that's been done so often (she gets ridiculed to her face by both her husband and his colleagues).  To imply that it takes getting your throat slit - and your friend beheaded - to get anyone to take you seriously is just a bit of a stretch, although it does try to be a little cheeky about it (the weirdo convinces the police she's harassing him!).
